Target-Benefit Plans in Canada - An Innovation Worth Expanding

Mel Bartlett, Morneau Shepell's Managing Partner, Atlantic Region, has co-authored Target-Benefit Plans in Canada - An Innovation Worth Expanding, a report for the C.D. Howe Institute. Bartlett, along with Angela Mazerolle and Jana Steele, calls for amendments to pension standards legislation to allow for single-employer target-benefit plans (TBPs). The authors contend that TBPs combine elements of both defined benefit and defined contribution plans, while addressing the limitations of each.
